These Rules & Regulations govern participation in all Shasta Growers Association (SGA) Certified Farmers Markets. Every vendor — Agricultural, Food, and Craft — agrees to follow them as a condition of membership.
Please read these in full before you apply.

Permission to sell
Anyone holding a certified producer’s certificate from their county of origin, with Shasta County listed as an authorized county, may apply for an Ag Membership. Before selling, a membership application must be filed with the Association along with copies of all certificates, permits, and fees — including but not limited to:

An original embossed Certified Producer’s Certificate for each market;

A health permit, if required for selling processed foods;

Organic registration or certificate, if selling advertised organic products;

A nursery license or exemption, if selling nursery stock.

Membership & market fees
All vendors (Ag, Food, and Craft) must be members of the Shasta Growers Association.

Returning members’ $50 renewal is due by January 10. Stall fees must be paid before leaving the market each day — failure to pay may result in suspension or removal.
Booth representation. Growers and producers may have family members or employees work their booth. Resellers and commission-based sellers are not allowed under state law. Proof of employment may be required.

Members in good standing
An Active Member in Good Standing is a member who:

Has paid all dues, stall fees, assessments, fines, and other financial obligations in full and on time;

Is in full compliance with all SGA Rules & Regulations and Bylaws, and maintains all required current licenses, permits, certificates, and insurance;
-
Has attended at least two General Membership Meetings in the past twelve months (a spouse or designated representative may attend in the member’s place);
-
Has participated in at least one SGA market event during the current season; and
-
Has no unresolved violations, substantiated complaints, pending disciplinary actions, or outstanding corrective actions.
Only members meeting all of these criteria are eligible for the privileges these rules afford — including voting rights, representation privileges, and the ability to sell on behalf of another approved producer where permitted.

Selling for another producer
SGA allows a certified producer to sell for one other producer at a time, provided that:

Both producers are active members in good standing;
-
Products are displayed separately and certificates are displayed accordingly;
-
The seller has the majority of products for sale;
-
Both names appear on each certificate; and
-
Both members are accepted for the market in question.

Certificates, signage & compliance
All certificates must be conspicuously posted in your sales area at each market. All Ag Department rules under Food and Agricultural Code Section 47025(a) (Direct Marketing) must be followed. All Ag vendors must post signage stating that they grow what they sell and the county where it is grown.
Any vendor who incurs a fine for a violation must pay that fine themselves. Any vendor whose violation causes the SGA to be assessed a penalty must pay it on the SGA’s behalf before being allowed to resume selling at any SGA market. Failure to follow these or any state-issued rules may result in consequences from the SGA, the Ag Department, or Environmental Health — up to expulsion from any and all SGA markets.

What you may sell
Members may only sell agricultural products they have produced (CDFA Title 3, Division 3, Chapter 1, Subchapter 4, Article 6.5, Section 1392.4). Resale of produce or products at SGA markets is prohibited. Applicants may be required to allow two or more SGA board members to visit their farm to verify they are growing what they’ve claimed.
Second business
Members may apply to bring a second “business” under their existing membership, with board approval. If it requires a second stall space or is otherwise clearly a separate operation, the member must provide a separate load sheet and pay a separate daily stall fee.
Wine
Certified grape growers who wish to sell their own wine must provide proof of liability insurance and add the SGA as a covered party under that policy. Ability to sell may be limited by municipal regulations.
New items
Requests to sell items not already approved by the SGA Board must be submitted during the open season for new additions.

Enforcement, discipline & appeals
The governing body of the SGA and its designated agents (Market Managers) implement and enforce all rules pertaining to the SGA Certified Farmers Markets. Failure by a member to observe SGA or California Department of Food and Agriculture rules — or conduct that is hurtful or contrary to the purpose of the Association — is grounds for disciplinary action up to expulsion (see SGA Bylaws 2.05).
When the Board is considering disciplinary action, the member receives written notice via registered mail describing the alleged violation, its factual basis, and the proposed penalty. A hearing date, time, and place is set, and the member may be heard orally or in writing, by counsel or in person. Within 14 days the Board decides, fairly and equitably, whether the member is suspended, expelled, or otherwise sanctioned. The Board’s decision is final (see SGA Bylaws 2.05).

Market days & hours
SGA market locations, dates, and hours (unless otherwise modified):
The Saturday market’s time change coincides with Daylight Saving Time.

Booth setup & conduct

Vendors must be unloaded and vehicles moved to vendor parking at least 30 minutes before opening.
-
No sales to the public before the official opening time. Vendor-to-vendor sales are allowed beforehand if they don’t interfere with setup. Pre-bagging products for general sale is not permitted; advance customer orders should be bagged or boxed before arrival and delivered only after the market opens.

Every booth must include and sit under a canopy or sun shade, securely fastened or weighted against wind — done routinely, even when there’s no wind at setup. Exceptions are made by the manager case-by-case.

The Market Manager assigns stall spaces based on criteria set by the Board and Ag / Non-Ag requirements.

Each vendor completes a load sheet (provided by the Manager) for every market, filed with the SGA Treasurer. Certified producers must list the amounts and varieties of products brought and sold.

Used or recycled produce boxes must not display previous advertisement (black out old logos or remove labels). Eggs must always be sold in new cartons.

Notifying the market manager
All members must leave a voicemail or text for the Market Manager:

By 6pm two days before returning from an absence.
This applies to all markets. Members who don’t notify the Manager are subject to a $35 fine for Saturday Cypress and a $25 fine for satellite markets, per occurrence.
Late arrivals. Members arriving less than half an hour before opening must check in with the Manager and may not drive through the main market area. Members arriving after the market starts may not set up that day. Managers may fine late arrivals at their discretion — a warning for the first offense, $15 for the second, and $25 for the third. Continued lateness may suspend membership pending Board review.

Electricity & generators
Members requiring electricity must have a 15-amp surge protector and pay a $10 fee at the Saturday market and a $5 fee at the Sunday market. Generators must be approved and operate at or below 50–60 dB.

Health & safety

Produce must be fresh and of good quality. Seconds must be displayed separately and marked as such.

All food products must be kept at least 6 inches off the ground, including ice chests.
-
Sampling must follow Department of Environmental Health codes.

The area in and around each booth must be kept neat and clean.
-
Tables, produce arrangements, canopies, umbrellas, and sun shades must be secure, stable, and not prone to collapse; all canopies must be fastened or weighted.

No smoking in the market — step outside the market area. No alcohol consumption and no pets in the market area.

Pricing & measures

All prices must be clearly posted. Collusion among growers to set prices, or pressure to make growers adjust prices, is not allowed and is against state law.

Scales must be inspected and display current stickers from the County Department of Weights and Measures.
-
Pre-packaged food sold in closed containers must be labeled with contents, amount or quantity, and the producer’s name and address.

Governance
The SGA Board of Directors developed these policies to regulate the Redding and Burney Certified Farmers Markets and any other markets the SGA develops and operates. All rules are enforced in a fair and equitable manner. Members who don’t comply with State, Federal, County, local, or SGA regulations forfeit their right to sell. Any vendor denied the right to sell may appeal in writing to the Board.

Membership types
Non-Certifiable Ag Members sell slightly modified agricultural products prepared from certifiable Ag products — e.g., meats, wool, herbal tinctures, jellies, and jams. They are subject to all SGA rules, and the fee structure is the same.
Non-Ag Members are subject to all SGA rules and are limited to non-ag products that in no way compete with certified or non-certified Ag producers. The fee structure is the same.
Certified Agricultural and Non-Certified Ag members should obtain a copy of Food and Agricultural Code Section 47025(a) (Direct Marketing) from the Market Manager or SGA Secretary, to understand California’s rules for certified farmers markets and the civil penalties that may apply.
Your agreement
When you submit your vendor application with the “I have read and agree to the Rules & Regulations” box checked — along with your typed name and the date — that serves as your signature agreeing to everything above, the same as signing the paper copy.
